Manx Utilities is blaming the Island's geography and lack of high densities of population for water leaks.
A response to a Freedom of Information request revealed almost 7 megalitres of water per day is lost through leakage on the Isle of Man.
The board insists it monitors leaks daily and that levels have halved since 1997.
However, the Island's topography, the spread of the Island's population and the number of leaks on private property make it a challenge for the organisation to control the leaks.
Manx Utilities stresses it would take 10s of millions of pounds to reduce leakage to the policy minimum level of 2.83 megalitres per day.
