A Tynwald committee believes it should look into the £26m loss incurred by the Media Development Fund without members who have a conflict of interest.
The Public Accounts Committee will consider the events that led to the losses to determine whether it needs further investigation.
However, several members of the committee were Government Ministers when the losses were incurred, leaving just two members without a conflict of interest.
The Committee plans to ask Tynwald for permission for only Rob Callister and Jane Poole-Wilson to investigate the losses.
