Almost a third of the aims the Government hopes to achieve before the next House of Keys General Election have been met.
The Programme for Government, which was published in 2016, identified 93 actions the Government wanted to complete during its five-year term, with 30 already finalised.
The annual update also showed 5% of the 60 remaining objectives are in danger of not being completed, while 23% may require additional support or assistance to ensure they're delivered on time.
Chief Minister Howard Quayle insists the report shows the Government is working towards real and lasting change.
