Tynwald will be asked to approve spending to allow the Family Library to continue providing its services for the next two years.
Clare Bettison, who chaired the select committee on library provision, is seeking approval for three recommendations at this month's sitting.
As well as calling for support for a detailed investigation into the provision of public library services, the committee wants the Government to provide £125,000 to continue the mobile, home library and schools services for another two years.
The third recommendation calls for £125,000 to be provided for the Family Library service to be continued for the next two years, but a Council of Ministers report says this is beyond the funding available and that it won't be able to support the recommendation.
