The Government wants to hear the public's views on criminal justice and sentencing.
The Department of Home Affairs has launched a consultation on three draft bills, including the Diversion of Offenders and Domestic Abuse Bill.
The Governments hopes the proposed changes will mean fewer people enter the criminal justice system.
The proposals would allow police to issue domestic violence prevention orders as well as defining coercive and controlling behaviour.
The Criminal Justice, Police and Courts Bill would allow courts to use live video links in the sentencing of offenders and offer police the power to grant bail.
