The Infrastructure Minister revealed work is underway to help homeless people on the Island and prevent others from becoming homeless.
Ray Harmer told this month's sitting of Tynwald that a report from a group of Government officers as well as the third sector and private organisations is being finalised.
It's hoped the group's work will be able to remove uncertainties affecting those who are homeless, including the introduction of a range of alternative tenure models and more housing choice.
Mr Harmer also believes the shared housing lists being used by local authorities around the Island make it easier and quicker for housing applicants in need to find a home if they're flexible about their location.
Full details of the proposed changes are yet to be finalised, but the Minister confirmed they will go before the Council of Ministers once they're complete before being considered by Tynwald.
