Douglas Borough Council has ordered the owners of Villiers Square to clear up the site in the next three weeks.
The local authority says the current condition of the site at the corner of Douglas promenade and Regent Street is detrimental to the amenities of the neighbourhood.
The Council has held unsuccessful negotiations with the beneficial owners of the site, Friends Aellas Limited of Surrey.
If the owners don't comply, the Council will send in a team to clear the site and seek to recover the costs from the owners.
The Council claims the site is a potential health hazard as well as being unsightly and compromising the whole area.
