Under 50% of pupils at 17 of the Island's 31 primary schools failed to reach a good level of development in the last academic year.
No pupils in reception year reached the standard at Anagh Coar, while just 6.7% achieved the target at St John's.
Dhoon School had the highest success rate, with 87.5% of its reception class meeting the standard, while Peel Clothworkers and Onchan School - which had the two largest reception registers - had 67.2% and 52.5% reach the standard respectively.
The overall percentage of pupils on the Island reaching the standard was 47.3%.
Education Minister Graham Cregeen revealed the figures in a written answer at this month's sitting of Tynwald.
The GLD standard indicates pupils have achieved at least the expected levels in learning by the end of the reception year.
