The Speaker of the House of Keys criticised the way the Government's budget process works.
Juan Watterson was one of four members to oppose the budget at this month's sitting of Tynwald.
The Rushen MHK described the Island's budget system as one of the most secretive in the Commonwealth.
Mr Watterson highlighted part of the budget order paper which asked for Tynwald to allow the Treasury to move up to £5m between reserves in any one year.
The budget was approved with 20 votes in the Keys and four against, while the Legislative Council approved the budget unanimously.
