The Environment, Food and Agriculture Minister expects the new board of the Island's Meat Plant to be in place in the next few weeks.
Geoffrey Boot admitted in this week's sitting of the House of Keys that the process is taking longer than expected due to the tremendous amount of detail involved.
The Government had been looking for a private operator to run the facility, but is forming a private limited company instead after failing to find a suitable operator.
The new company has two shareholders - DEFA and the Fatstock Marketing Association, with the Isle of Man Meats name being transferred to the firm.
Mr Boot hopes the new business will be able to take control of the meat plant as soon as the transfer has been signed.
