A committee looking into how Tynwald works wants the Lord Bishop to keep his vote.
The Select Committee on the Functioning of Tynwald will present its third report at this month's sitting.
The committee recommends allowing the Bishop to keep his vote and ensure all members have a duty to exercise their vote, including the Bishop.
The report also calls for an inquiry into members' pay which would ensure the salary of benefits of Tynwald members allows anyone to serve in the Island's parliament.
It's hoped a review into the salary system would allow Tynwald to attract a diverse collection of community members.
