The Infrastructure Minister insists works to reconstruct Douglas Promenade will be undertaken as quickly as possible.
A planning application was recently submitted, with the work expected to get underway in September.
Ray Harmer says the construction programme is expected to take up to three years based on his Department's expertise, but the duration of the works will be reassessed once a contractor has been appointed.
The Minister added that delivering the scheme as quickly as possible while managing the level of disruption will be a critical factor when it comes to awarding the contract.
Mr Harmer expects two-way traffic will be maintained along the promenade for much of the project, while access to hotels, shops and homes will be maintained throughout.
