The Treasury Minister is calling for a review into the future funding of the Department of Health and Social Care.
The DHSC needs an extra £9.5m to continue to fund its services until the end of the current financial year, despite undertaking a range of cost cutting measures in recent months.
Alfred Cannan wants Tynwald to give the Council of Ministers the go-ahead to commission an independent review to find changes for service delivery and funding.
Mr Cannan is asking for the review to find a way to provide a modern, fit for purpose healthcare system for the Island, with a report being delivered to Tynwald by January next year.
The Minister will seek support for the review at this month's sitting of the Island's parliament.
