Just two of the last 10 Government consultations attracted over 100 responses.
The Government regularly seeks feedback from the public on proposed changes to the Island's laws.
However, only the Abortion Reform Bill and plans to encourage more Active Travel on the Island received a significant number of replies.
Three public consultations on proposals by the Financial Services Authority failed to attract any responses from individuals, while only 86 individuals and five organisations provided feedback on the Government's use of residents' data.
Each consultation was open for a minimum of six weeks.
