The Department of Health and Social Care is freezing recruitment in a bid to control its budget.
Only vacancies critical to frontline health and social care services will be filled.
The Department says the move comes as it attempts to operate within its £210m budget for the 2017-18 financial year, having had to seek extra funds in the last two years.
Each post will now be subject to greater scrutiny to ensure it is absolutely essential before the recruitment process begins.
The DHSC insists this is a temporary measure while it continues to work on measures to balance the budget for the longer term.
