Operating two security scanners at the Isle of Man Airport would cost an extra £150,000 per year according to the Infrastructure Minister.
Ray Harmer was asked about long queues at Ronaldsway during this month's sitting of Tynwald.
The Minister confirmed it often takes 30 to 40 minutes for passengers to pass through security at peak times in the morning and evening.
However, the contractor that operates security believes staffing the second scanner to reduce waiting times would mean paying a premium rate for short shifts.
Mr Harmer also revealed his Department is considering changing the layout of the security area to see whether that helps cut queues.
