Less than half of requests for temporary work permits for those in the hospitality sector were granted during the summer season.
Economic Development Minister Laurence Skelly revealed 204 requests for exemptions were received by his Department, with 87 being granted.
38 employers registered for the process, making it easier for companies to hire temporary workers during the busy tourist season.
Mr Skelly told Tynwald that employers found the relaxed rules did assist in some way, and that the system will be reviewed at the end of the current season.
