The Policy and Reform Minister insists the Island is committed to ensuring Manx residents can travel freely within the British Isles.
The Government is working on a Passenger Travel Information Scheme, with Chris Thomas due to make a statement in October's sitting of Tynwald.
Mr Thomas insists the Council of Ministers wants to protect the freedom of movement of Manx residents between the Island and the UK.
The scheme, which would initially be brought in on a short-term trial, would still let passengers move freely, while giving the Isle of Man Constabulary an enhanced ability to protect the Island.
The Minister confirmed full details of the plan will be released ahead of the next Tynwald sitting.
