The Snaefell Mountain Railway has been suspended while a safety review continues.
The speed limit had been reduced on the mountain trams after the brakes failed on a carriage last week.
However, a Government statement revealed the railway has failed to comply with the 8mph limit, resulting in the Health and Safety Inspectorate stopping the operation of the railway.
Services will be able to get underway again once the railway shows it can comply with the slower speeds.
The normal speed of the trams is 12mph.
