Tynwald has approved funding for a scheme to reconstruct Douglas promenade.
The Department of Infrastructure was seeking more than £20m to resurface the prom, improve traffic flow and changes to the horse tramway.
The plans also include introducing a cultural area near the Villa Marina and Gaiety Theatre.
All-but one Tynwald member voted in favour of the proposals, with MLC Tim Crookall voting against because of his objection to the plans for the horsetram lines.
The scheme still needs to secure planning permission, but it's hoped work will get underway next year, and take around three years to complete.
