Douglas Borough Council says it's broadly supportive of the plans for the reconstruction of Douglas promenade.
Infrastructure Minister Ray Harmer will seek approval for a £20.73m scheme to overhaul the highway, which will take around three years to complete.
The local authority praised the scheme, highlighting the cultural area at the Villa Marina and provision for cyclists.
However, the Council would have preferred granite to be used along the entire length of the prom, not just up to Castlemona Avenue, and described the work as long overdue.
If the project is approved by Tynwald, the Council plans to look at replacements for shelters and kiosks on the promenade, as well as developing a new lighting scheme.
