Jane Poole-Wilson will serve on the Legislative Council after being elected by the House of Keys.
The solicitor received 14 votes in the election to replace Tony Wild, who retired earlier this year.
Chief Minister Howard Quayle and Treasury Minister Alfred Cannan were among those to back Mrs Poole-Wilson, but five members of the Council of Ministers supported other candidates.
Government worker and former police officer Alan Wright secured six votes, while five MHKs supported lawyer and Liberal Vannin candidate Paul Beckett.
Mrs Poole-Wilson's term will run until February next year.
