The Policy and Reform Minister says the Government is looking at a number of areas affecting the Island's declining population.
Last year's census revealed the population fell by 1.4% between 2011 and 2016.
Chris Thomas told this month's sitting of Tynwald that declining fertility rates, demographic changes and job creation are all being taken into account.
The results of a survey of Manx graduates to determine why young people don't move back to the Island after university will also be used.
The Minister plans to present a document on meeting the Island's population challenges to Tynwald later this year.
