Applications for work permits dropped by almost 600 last year.
Department of Economic Development figures show 3,299 people applied for permission to work on the Isle of Man last year compared with 3,891 in 2015.
The number is also over 1,100 fewer than in 2014, when almost 4,500 applications were received.
However, just 54 of the applicants were rejected, while the average processing time is down compared with the previous year.
Recently published figures from the 2016 census showed the Island's population has fallen over the last five years.
