Ramsey Town Commissioners intend to make a formal offer to buy Ramsey Courthouse from the Manx Government.
Following a sub-committee meeting to discuss the future of the building, the local authority plans to offer £397,800 for the property, subject to approval at this month's meeting.
The board has expressed a desire to run the site as a community facility, but the Government listed the building on the open market for £475,000 last week.
The Commissioners recently held a public consultation over the future of the building, which revealed 75% of local residents want the courthouse to remain in public ownership.
The board meets on Wednesday this week.
