The Policy and Reform Minister has revealed that no information is disclosed in 11% of requests under the Island's Freedom of Information Act.
Chris Thomas confirmed that there have been 10 cases of information being withheld in full since February last year.
Meanwhile, almost a quarter of all requests had some information withheld.
The Minister insists that it's necessary to keep back some details, such as personal information.
It was also revealed three requests where information has been withheld have later been granted following an appeal.
