The Chief Minister will ask Tynwald to approve the Council of Ministers' Programme for Government at this month's sitting.
Howard Quayle published the document, entitled 'Our Island - A Special Place to Live and Work', ahead of next week's Tynwald sitting.
The policy includes the three long term aims of building an inclusive society, an Island with enterprise and opportunity and a financially responsible Government.
The document, which has been signed by all nine CoMin members, is designed to evolve over time.
