Another vote will be needed next month to determine the future of the Douglas Bay horse trams.
Tynwald approved a number of plans for the reconstruction of Douglas promenade, but couldn't agree on the length of the horse tram tracks.
The Department of Infrastructure proposed shortening the tramway, but keeping both lines between Broadway and Summerhill.
With the House of Keys and Legislative Council vote split, there will be a combined vote in next month's sitting.
Other proposals, including reconstructing the roadway and drainage, retaining the current level of parking and improving pavements between Regent Street and Broadway, were all met with support.
It's hoped works on the promenade will be able to get underway around September next year.
