The future of the Island's sea links will be discussed at this month's sitting of Tynwald.
Infrastructure Minister Ray Harmer will seek support for the next stage of the Government's Strategic Sea Services Policy.
The move would allow the Department of Infrastructure to make changes to ferry services if the social and economic needs of the Island aren't being met.
Two reports will be presented to Tynwald, one of which suggests extending the current deal with the Steam Packet Company to 2026.
It's also suggested the ferry services could be put out to tender, bought out by the Government or franchised.
The DoI says it wants to secure reliable, safe and good value sea services for the next 25 years.
