The Infrastructure Minister revealed more than £3m has been spent on schemes to refurbish Douglas Promenade.
Several plans have been drawn up and abandoned due to disagreements over changes to the horse tramlines.
Ray Harmer - who took charge of the Department in October - told Tynwald that more than £1.6m was spent on phase one of the works around the Sea Terminal and Victoria Street.
Over £800,000 has been used to fund professional fees such as safety assessments and traffic modelling, while planning applications have cost £70,000.
Short-term resurfacing work to improve the road between Castlemona Avenue and Summerhill will begin next week, with plans for a full scheme to come next year.
