Chief Minister Howard Quayle's programme for government received unanimous support at this month's sitting of Tynwald.
Members voted in favour of the framework, which focuses on economic growth, a sustainable health care system and lifelong learning.
The programme will include changes to the current work permit system while the Freedom of Information Act will be brought in across Government a year earlier than initially planed.
Mr Quayle will ask Tynwald to discuss the programme again in January, when he will also present a five-year plan to the Island's parliament.
