North Douglas MHK John Houghton has been suspended from Tynwald after refusing to apologise for his conduct.
It follows a lengthy debate in which politicians voted to pass a report compiled by the Standards and Members Interests Committee.
It found there was "significant evidence" to show Mr Houghton had "lied, bullied and engaged in unwarranted interference in a staff matter" within the Clerk of Tynwald's Office.
Despite the committee's recommendation that Mr Houghton must apologise being passed he failed to do so - it led to the President of Tynwald suspending him with immediate effect.
