Lessons could be learnt by carrying out a thorough inquiry into the Isle of Man's parole system.
This week prison and probation staff, and the parole committee who decided to release St Johns man Donovan Kitching, will be called on to give evidence.
They made the decision to release him from prison early in 2014 - just three weeks later he went on to kill a UK tourist on the Tholt-y-Will by driving dangerously.
Geoff Karran is leading the two-part inquiry which will look at whether practices and procedures were followed properly - after it's completed he'll report his findings to Tynwald:
