Lonan Parish Commissioners' candidates put their names forward to 'block' others in the Garff constituency.
That's the claim from the chair of Laxey Village Commissioners - last week the three applicants subsequently retracted their submission.
It means Garff joins six other contested elections on April 28th - but the actions of candidates in Lonan may have triggered a by-election costing around £1,500.
Elections will take place in Port St Mary, Peel, Patrick, Castletown and Victoria and Hills wards in Douglas.
