Claims that the Meat Plant has become a retailer have caused "inevitable tension" with local butchers.
That's according to the Department of Environment, Food and Agriculture which says it remains a wholesaler - despite recently changing the way it packages its products so they can be retailed.
70 per cent of meat is currently imported to the Isle of Man.
Minister Richard Ronan says there's been a "misinterpretation" of the plant's intention:
