Hospital bosses have admitted they need to be more "candid" in talking about the problems at Noble's Hospital.
The chief executive of the Department of Health and Social Care also says he thinks it's time to be "brave" and start publishing performance targets.
Last week a Facebook page began exposing people's experiences of the hospital - in light of this the department says it may need to be clearer on how to access the proper complaints procedure.
