Front-line health staff are hard to come by because they don't want to move to the Isle of Man.
That's the chief executive of the Department of Health and Social Care - he says that although temporary and agency workers are expensive they fill a gap in expertise.
It's suggested that full-time on-Island staff roles are available but prospective employees don't want to relocate here.
