Departments aren't empires and their ministers can't push policy priorities.
That's the message from the Policy and Reform Minister - who's trying to put a stop to individual silos flouting proper procedures.
Variations to policy need to be approved by Tynwald, recommended by the Council of Ministers and endorsed by three ministers and a sub-committee.
John Shimmin says historically he's been guilty of pushing causes for consideration without formal endorsement.
He says it now takes longer, but it's a fairer system:
