Questions are being asked about why politicians are continually asked to support new reforms which yield little return.
This week Tynwald voted in favour of making the Cabinet Office a separate government department - something which concerned Michael MHK Alf Cannan.
He believes the Chief Minister should lead the office - which will take control of planning policy - saying he needs to have a more "active" role and describing his "stand-off attitude" as unhelpful:
