Former councillor declares in Douglas East

A former Douglas councillor has thrown his name into the mix as hopefuls emerge for the upcoming Douglas East by-election.

Jon Joughin was one of a number of councillors forced to quit recently after it was determined their names weren't on the electoral register.

He's formerly worked for the Island branch of the Communication Workers' Union and stood for the Douglas East seat in 2010.
