Chief says government departments need unification

Government departments are 'territorial' and don't communicate with each other well enough.

That's according to the Chief Minister.

A four-week extension was granted for a public consultation aimed at changing government's legal framework.

At present, individual departments have separate identities in law - the 'Single Legal Entity' proposals seek to form a clear status as one body.
