Revised plans for Douglas Promenade will be submitted after a U-turn over crossing points.
Concerns have been raised about the difficulty visually impaired, and disabled people, would have trying to cross the busy route.
Crossing points were designed to be "uncontrolled" however the Department of Infrastructure has backtracked and will put in 13 controlled crossings.
Alterations have also been made to the promenade walkway to extend the space for leisure users - after concerns about the close proximity of the horse trams.
The new walkway would have 5.3 metres of space for leisure users with a one metre clearance for the tracks and a smaller 1.5 metre pavement next to the roadside.
