Tynwald has given unanimous backing to launch an independent inquiry into why a prisoner who killed a tourist last year was out on parole.
Three weeks after his release from prison St John's man Donovan Kitching killed 62-year-old Gwen Valentine on the Tholt-y-Will - he was driving dangerously.
Home Affairs Minister Juan Watterson says it's important to get an impartial viewpoint.
Kitching is now back behind bars after being sentenced to 10 years in prison - Mr Watterson explains what the inquiry will focus on:
