Tynwald has three options on the future of the User Agreement - respect it, agree to end it, or propose a new one.
That's according to Infrastructure Minister Phil Gawne - the deal is set to expire in 2020 although there is the potential for a six-year extension.
Under the agreement the Steam Packet has exclusive use of the King Edward Pier linkspan - in return it provides a minimum level of service.
Mr Gawne says there's a chance that the decision won't be made by government:
