Talbot declares for Glenfaba by-election

The chairman of the Manx Credit Union will stand in the Glenfaba by-election.

Patrick commissioner David Talbot has announced his intention to stand in September - having previously stood for Michael in 2011.

Mr Talbot says it's a time for change. 

He says he's also looking to gain support in Tynwald for the union's plans:
