The Island's health service has a strategic policy "vacuum" which is leaving staff frustrated.
That's according to a new report from the Health Services Consultative Committee which says the health strategy appears to have been shelved without being replaced.
The review also found that there was "minimal evidence" that progress being made in the department was highlighted to staff.
Despite this Health and Social Care Minsiter Howard Quayle says a new strategy is in the wings:
