MHK queries disproportionate spending at schools

Has there been disproportionate spending on the Island's secondary schools?
Malew and Santon MHK Graham Cregeen is flagging up what he considers to be the decline of the Castle Rushen High School building today.
He's set to query, in Tynwald, why the high school has not benefited from any capital spend money in recent years.
Mr Cregeen says the school is cold, tired and outdated:
