Aspects of policing could be outsourced to public

Civilians could be employed to look after suspected criminals when they're in police custody.
That's one idea being muted by the Department of Home Affairs which wants to amend the Police Bill to outsource parts of the force.
Minister Juan Watterson says first on the list would be changing the way the custody block is staffed.
According to the department changes would help to meet challenging budget targets - Mr Watterson says he thinks it is realistic:
