People must take responsibility for ensuring they are on the electoral register - it is not a job for government.
That's according to the Policy and Reform Minister following a row over democracy and 'missing voters' in the House of Keys earlier this week.
In April, after a major system update, there were 47,278 registered to vote - that's a drop of more than 12,500 on the previous quarter.
John Shimmin disputed accusations from MHK John Houghton that this would impact the upcoming Douglas by-elections.
He says in this instance government can't be blamed for anything:
