The Landlord and Tenant Private Housing Bill 2014 has been booted out of the House of Keys.
Supporting a Tynwald committee that recommends the 'flawed' proposals be completely redrafted - members voted 16 to a minority of six.
A number of landlords were in the public gallery - they argued the bill was confusing, unbalanced and favoured the rights of tenants.
Following amendments, the legislation will revert back to the Department of Health and Social Care for review.
